ok so first things first. nothings set in stone, Galaxies reborn has a very strong policy of gaming for the people.
which is why nothing is set in stone. now, as for jedi. theres been tons of suggestions on how to deal with jedi. we've even gone as far as planning our own unique way of unlocking, but at the end of the day (and this is the same with all ideas from the gaming idea's section) it will go to a majority vote then through the dev's to see if its possible then after its been refined etc back to community and vice versa till its perfect.
if it doesnt get a majority vote, we disect it and take parts that the community loves, and create something new that will also solve the problem.

but like i said before. currently nothing is set in stone (how can it?

after all we dont have the game to modify and the community isnt playing it to find out what needs to be done)
if rebalancing is needed. it'll once again go to a vote. and then action appropiate to the vote results.
Permadeath is still a touchy subject, and if you scower the Gaming idea section you'll find numerous alterations of the permadeath idea.
